Anggaran Tes CPNS Beres, Kemen PAN-RB Optimis Ujian Tulis September

JAKARTA - Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kemen PAN-RB) mantap menjalankan persiapan tes pengadaan CPNS baru dari pelamar umum September mendatang. Pasalnya duit untuk menggelar tes ini tidak masuk dalam anggaran yang diblokir Kementerian Keuangan (Kemenkeu). Sekretaris Kemen PAN-RB Tasdik Kinanto mengatakan, anggaran yang diblokir Kemenkeu adalah untuk pelaksanaan tes CPNS baru dari formasi tenaga honorer kategori 2. "Itupun sebagaian sudah ada yang dicairkan. Dan tidak akan mengganggu jadwal tes CPNS pelamar umum," ujarnya di DPR.

Untuk anggaran tes CPNS baru dari pelamar umum, Kemen PAN-RB belum membebernya. Tetapi tes CPNS baru dari pelamar tenaga honorer, awalnya disiapkan sebesar Rp 148 miliar. Tetapi setelah pembahasan dengan Kemenkeu, anggaran itu dikepras menjadi sekitar Rp 93 miliar dan yang bebas dari blokir baru Rp 28 miliar. Dia mengatakan jika saat ini Kemen PAN-RB sedang menggodok formasi CPNS baru dari pelamar umum. Penentuan formasi ini sumbernya dari beberapa hal. Mulai dari usulan instansi pusat maupun daerah, perhitungan kebutuhan riil aparatur baru, hingga hasil analisis beban kerja dan jabatan. Dengan ketentuan ketat itu, diharapkan jumlah formasi CPNS baru sesuai dengan PNS yang akan pensiun (zero growth).

Syarat pengusulan formasi CPNS baru yang lumayan banyak itu, merupakan peninggalan masa moratorium atau penghentian sementara pengangkatan CPNS baru. Program moratorium tersebut sejatinya sudah berakhir per 31 Desember 2012 lalu, tetapi persayaratan-persyaratannya tetap dipakai. Selain menyiapkan formasi alokasi CPNS baru tadi, Kemen PAN-RB juga sedang mematangkan jadwal tetap rangkaian pelaksanaan tes. Diharapkan dalam beberapa waktu ke depan, jadwal rangkaian pelaksanaan tes CPNS untuk pelamar umum itu segera keluar.

Meskipun formasinya belum ditetapkan, tetapi Kemen PAN-RB sudah memiliki ancar-ancar kursi CPNS baru yang akan diperebutkan masyarakat. Secara keseluruhan pemerintah mengalokasikan 60 ribu kursi. Rinciannya adalah 20 ribu kursi untuk instansi pusat dan 40 ribu kursi sisanya untuk instansi daerah. Jumlah kuota CPNS baru ini memang relatif kecil jika dibandingkan dengan periode-periode sebelumnya. Namun Tasdik menuturkan kebutuhan PNS akan ditambal dari pengangkatan tenaga honorer kategori 2.

Rencananya pengangkatan ini berlangsung Juli mendatang dengan skema ujian tulis sesama tenaga honorer. Kuota yang disiapkan pemerintah adalah 100 ribu kursi, sedangkan jumlah tenaga honorer kategori 2 hampir 600 ribu orang.
